Richard Council was raised in Ruskin, Florida, the next son of Buford and Louise Council. He graduated from East Bay SENIOR HIGH SCHOOL with the course of 1965 and gained a Bachelor of Arts level from the University or college of Florida at Gainesville in 1969. In the summertime of 1970 he received a grant to execute at the NORTH PARK Shakespeare Festival. Then studied for any year on scholarship or grant in the American Conservatory Theatre, and was produced an Collateral Journeyman using the Take action Organization from 1971-’72. Then moved to NY, and produced his Broadway debut in “The Vendor of Venice” at Lincoln Middle (1974).
